5 General Layout

5.0.1 The site location of independent cold rolling strip plant shall be selected in accordance with the relevant requirements in current national standard GB 50603 Code for Design of General Layout and Transportation of Iron and Steel Enterprises.

5.0.2 Following requirements shall be complied with when locating cold rolling strip plant inside the integrated iron and steel complex:

1 The plant should be located at the leeside of yearly minimum frequent wind direction of the plant area;

2 Convenient delivery condition of finished product shall be available;

3 The plant should be arranged close to the hot rolling strip plant from which raw material is supplied.

5.0.3 The general layout of cold rolling strip plant shall be designed based on production process flow to provide short and smooth route for material flow,people flow and media conveying piping and to provide separate flow of people and goods.

5.0.4 In cold rolling strip plant,the safety protection spacing between buildings(structures),between buildings(structures)and railway,road,pipeline,and spacing for vibration and noise protection shall be designed in compliance with the relevant requirements in the current national standards GB 50603 Code for Design of General Layout and Transportation for Iron and Steel Enterprises,GB 50414 Code for Design of Fire Prevention for Iron and Steel Enterprises and GB 50016 Code for Design of Fire Prevention for Buildings.

5.0.5 For the cold rolling strip plant to be built in different stages,the imminent projects should be arranged in a concentration way,and the long-term future projects should be planned outside the land area of the imminent ones.

5.0.6 The main building of cold rolling strip plant shall be arranged in accordance with the following requirements:

1 The main building should be located at the area with good geological conditions;

2 For the main building to be built in the mountainous and hilly regions,its longitudinal axis should be in parallel with the topographic contour and measures shall be taken to prevent hazard caused by deep cut slope and high fill body;

3 In the hot regions,the intersection angle between the main building longitudinal axis and the prevailing wind direction in summer should not be less than 45°.

5.0.7 In addition to the relevant requirements in the current national standards,the general layout of auxiliary facilities shall comply with the following requirements:

1 They shall be set up close to its main users as much as possible;

2 The related substations shall be installed near the plant area border to which the incoming HV feeders may be connected easily;

3 Fuel gas facilities shall be located in the area with rare people and traffic;

4 Acid regeneration plant(ARP)should be located near pickling workshop and at the windward side of yearly minimum frequent wind direction of the main building;

5 Cooling facility of re-circulating water treatment system should be arranged at the windward side of winter minimum frequent wind direction of the plant buildings and structures,and its protection spacing from the plant building and structure shall comply with the relevant requirements in the current national standard GB 50603 Code for Design of General Layout and Transportation for Iron and Steel Enterprises;

6 The compressed air station shall be positioned in the area far away from the fuel gas facility,boiler house and ARP,and shall stand at leeside of yearly minimum frequent wind direction of the said facilities.

5.0.8 The offices and living facility shall be arranged at leeside of yearly minimum frequent wind direction of cold rolling strip plant area with dense stream of people.

5.0.9 For the cold rolling strip plant,the material transportation mode shall be determined by technoeconomical comparison with respect to external transportation condition,raw material source,finished product destination and transport volume,etc.

5.0.10 Should the cold rolling strip plant be located near the hot rolling strip plant from which the incoming coils are supplied,a dedicated passage without at-grade crossing with railway or road should be designed between the hot rolling strip plant and cold rolling strip plant for transporting incoming material of cold rolling plant.

5.0.11 Vertical arrangement,comprehensive pipeline arrangement and landscaping as well as the railway and road transportation system shall be designed in compliance with the relevant requirements in the current national standard GB 50603 Code for Design of General Layout and Transportation for Iron and Steel Enterprises.
