Liu Lihua Visited Nanjing to Examine Work in Import &Export Management on Controlled ChemicalsSource: the website of MIIT.

On September 18,2016, Liu Lihua, Vice Minister of MIIT went to Nanjing Chemical Industrial Park for a field study on import/export management of controlled chemicals and relevant legislation efforts.

Vice Minister Liu made a field research to controlled chemicals producers such as BASF-YPC Company Limited, Te An Ling Tian(Nanjing)Fine Chemical Company, Wison(Nanjing)Clean Energy Company Limited and Celanese(Nanjing)Chemical Company Limited, and held a workshop with the implementation authorities of Jiangsu and Nanjing, some import/export traders and producers of controlled chemicals in Jiangsu and Shanghai. The implementation authorities at the municipal and provincial levels as well as relevant businesses fully affirmed the existing import/export management systems on controlled chemicals and the work done by national implementation authorities, meanwhile, proposed some suggestions on further enhancing and improving the import/export management on controlled chemicals.

During the field research, Vice Minister Liu pointed out that CWC implementation matters to world peace and national security. Improved import/export management and prevention of proliferation of controlled chemicals are not only the international obligations for implementing the Convention but also the internal demands of safeguarding national security. He requested the implementation authorities to strictly perform import/export reviews on controlled chemicals, continuously satisfy the development needs of China's chemical industry, intensify studies on policies, laws and regulations on the import/export management of controlled chemicals, keep improving management, build the capabilities of service companies, and play a better role in the safe development of the chemical industry and in bringing benefits to people by taking the overall national security outlook proposed by President Xi Jinping as the guidance to thoroughly comprehend the requirements of sticking to five elements and dealing with five relationships.

Li Wei, Director General of MIIT Department of Policies, Laws and Regulations, Wang Xinzhe, Director General of MIIT Department of Finance, Zhang Wei, Deputy Director General of MIIT Department of Production Safety(National CWC Implementation Office)and the responsible people from Jiangsu Economic and Information Technology Commission and other relevant departments took part in the research.
