"3+X" Agricultural Specialty Industries

Industrial prosperity is essential to rural revitalization. Shaanxi Province efforts should be exerted in further promoting the construction of 9 agriculture industry chains, including dairy products, apple, tea, and kiwifruit. Besides, further work will be exerted in facilitating the integration and development of the first, the second, and the third industries in the rural areas, stepping up efforts in providing financial services for the industrialization of agriculture. Shaanxi will develop family farms, farmers cooperatives and agricultural socialized service organizations to expand the scale of "3+X" agricultural special industries. In addition, Shaanxi will guide the establishment of 5 state-level and 30 provincial-level rural industrial integration demonstration parks.

With its rich resource endowment, Shaanxi has made solid progress in promoting the "3+X" Agricultural Specialty Industries in recent years. "3" refers to vigorous development of three industries, including the fruit industry represented by apples, the animal husbandry represented by dairy goats, and the facility agriculture represented by greenhouse cultivation, all of which are of hundreds of billions output value. "X" means making local specialty industries better and stronger in line with local conditions, such as konjac, Chinese medicinal materials, walnuts, red dates, and organic, selenium-enriched and forest-related products.

Up to now, an advantageous industrial belt of apples covering ten million mu has been formed on the Loess Plateau, with a total apple output of over tens of millions of tons. As for kiwifruit, the world's largest production area has been built at the northern foot of the Qinling Mountains, accounting for almost 1/3 of the world's total. Shaanxi boasts the largest number of dairy goats in stock in the world. The amount of goat dairy products takes up 85% of the domestic market share, ranking first in terms of the production and sale volumes in China. Shaanxi has the largest dairy goat breeding base and goat milk processing base in China, attracting 314,000 people from 123,000 families to work in this dairy goat industry chain, providing sustained impetus in increasing farmers' income and making them get rich. The facility agriculture in Shaanxi Province ranks sixth in the country and first in the Northwestern China in scale. As such, the province's self-sufficiency rate of off-season vegetables rose to 70%. Shaanxi's local specialty "X" industries have formed a pattern of "small sectors with large clusters" and "small industries with wide coverage". The tea industry is now a pillar for farmers in Southern Shaanxi to increase their income, along with the rapid development in konjac and agaric industries. All these have made great contributions to getting locals out of poverty and increasing farmers' income.

Cultural Tourism

In 2021, facing the new situation and new features of cultural tourism development, Shaanxi understood the new development stage, applied the new development philosophy, and created a new development dynamic. Shaanxi coordinated routine Covid-19 control and cultural tourism, and allocated 372 million yuan for the development of cultural undertakings throughout the year. 139 major cultural tourism projects have been built or are under construction, with a total investment of 282.346 billion yuan. Altogether 391 million domestic tourists were received, with a total tourism revenue of 343.395 billion yuan, up 9.40% and 24.31% year-on-year respectively, making a brilliant start in the 14th Five-Year Plan.

In celebrating the 100th anniversary of the founding of the CPC, a number of excellent realistic works have been created, including the Bowl Opera Yang Kaihui, the Qin Opera Dream Weavers, the acrobatic drama War Soul, the Qin Opera Suite Base, and the historical suite Zhao Jin. The dramas The Communist Manifesto, Lu Yao and World of Plainness have toured more than 100 times in China, and"Shaanxi Drama" enjoys a national reputation. TV series such as The Glory of Youth, Dream in The Blue Sky, the movie The Pioneer and the documentary A Thousand Years of Shaanxi Cuisine have been aired on CCTV; films such as Liu Qing have been screened across the country;and a number of radio dramas such as The State Comes First and Red Arrows have been broadcast on CCTV.

4 research projects featuring the Yellow River culture were approved by the Ministry of Culture and Tourism. 13 projects, including "Legend of Zhang Qian", were selected into the fifth batch of National Intangible Cultural Heritage list, and the "Live Video Show of Spring Festival in My Hometown"was praised by the Ministry of Culture and Tourism. Among the "Cultural and Natural Heritage Day" activities, 12 key state-supported intangible cultural heritage workshops were conferred nameplates, and 288 items of intangible cultural heritage projects and 412 categories of intangible cultural heritage products were displayed and sold online and offline, enabling intangible cultural heritage to be more integrated into modern life and achieve further development.

The Smart Tourism Comprehensive Service Platform in Shaanxi was transformed and upgraded, and "the Key Laboratory of Folk Song Intelligent Computing and Service Technology" was successfully approved by the Ministry of Culture and Tourism. Besides, 3 national culture and tourism science and technology innovation projects were established, and 6 "5G + cultural tourism" demonstration application scenarios and 2 smart tourism projects were built in the province. The digital empowerment effect was significantly enhanced.
