2 Basic Stipulations

2.1 Operation and Management

2.1.1 On-site operation code shall be formulated,revised and reviewed in time by power station operation and management organizations,concerning with the real situation of the power station as well as the requirements of this specification,in order to ensure the suitability and guidance of the operation code.

2.1.2 The power station shall appoint operation,maintenance and administrative staff for station safety,as well as establish and improve the responsibility system for each work post.

2.1.3 Administrators of the power station shall be familiar with the production process of the power station,and master technical parameters,operational requirements and safety operation codes of the equipment.

2.1.4 Operation and maintenance staff shall receive induction training and get certificates.At least one test per year on the operation safety code or practical operation shall be conducted for operators of the power station.

2.1.5 Operation and maintenance staff shall know the production process of the power station,master the technical requirements for operation and maintenance as well as comply with the safe operation code.

2.1.6 Operation and maintenance staff shall strictly comply with work and operation sheets as well as duty shifting,inspection tour,and regular equipment testing and rotation systems,in which the qualification rate and implementation rate of work and operation sheets shall both reach 100%.

2.1.7 If any abnormal running of the power station's equipment is found,operation and maintenance staff shall decrease the load of units or stop the equipment for inspection promptly,then report to the dispatching center.Administrators shall duly analyze the causes,make report and organize relevant people to solve the problems.Any important cases connected with safety shall be reported to the superior competent department in time.

2.1.8 A sound file management system shall be set up in the power station.All technical materials including operation,overhaul and detection records as well as test reports shall be sorted out,analyzed and archived in time.

2.1.9 The equipment defects management system shall be strictly complied with in the power station.The elimination rate for annual equipment defects shall reach 100%.

2.1.10 Testing and rating of the equipment in the power station shall be conducted according to the provisions,and the intact rate shall reach 100%,of which no less than 80% shall reach Class 1 intact rate.

2.1.11 Grid-connected power stations shall comply with the dispatching code and relevant rules of the local grid,in order to ensure the power station and grid run safely and stably.The power station shall be run according to the plan of the grid dispatching organization and its stipulated voltage range,and the power and voltage adjusted on the basis of dispatching orders.The power station equipment overhaul shall comply with unified arrangements made by the dispatching organization.

2.1.12 An annual reservoir control and operation plan shall be compiled on the basis of approved design flood control standard and reservoir dispatching principles of the power station,and then submitted for approval.The power station shall also comply with unified orders made by the flood control organization.

2.1.13 Water management code,hydraulic observation code,hydraulic maintenance code,hydraulic machinery operation and overhaul code,hydraulic operation safety code shall be compiled,as well as flood control post responsibility system,inspection system during,before and after the flood season,hydrological reporting system and annual flood control summary system formulated according to the actual situation of the power station.
