9.8　Required Conditions Before Receiving Oil for Fuel Oil System

9.8.1　All the civil construction and erection projects within the scope of fuel oil system have been fully completed，and the acceptance shall be qualified.

9.8.2　There shall be reliable heating steam source.

9.8.3　The erection and testing of the lightning protection and anti-electrostatic facilities shall been completed according to the design，and their inspection shall be qualified.

9.8.4　The illumination and communications facilities in the oil region have conditions for use.

9.8.5　Fire fighting facilities shall be perfect.Fire fighting access shall be clear，andfire fighting system shall be qualified based on the testing and be in standby state.

9.8.6　The oil region fire management system has been established and the maintenance and management have been carried out by the special person.

9.8.7　The fences in the oil region shall be complete and the warning signs shall be equipped.

9.8.8　Before filling oil in fuel oil system，the comprehensive inspection shall be carried out.The opening and closing states for all valves shall meet the requirements，and all the valves in the system shall be equipped with the hang tag.
